Upgrading scipy

Hi,

What I understand tha packages: Numpy, Matplotlib, and Scipy are central to support JModelica.

However, I have recently found that Scipy version 0.11 is delivered with the standard Windows installation and it is hard to upgrade to something more up to date. The current version is 0.18.1 and Anaconda ships 0.17.1. I needed linear programming routines introduced in 0.15. There might be other updates in Scipy important for other people.

Is there any special reason why JModelica stick to an old version like 0.11 and that you just do not want to promote newer versions?

If it is after all ok to upgrade Scipy it would be good to know how to do that, say after installing pip in the Windows environment.
